Recruitment of an Individual Consultant to conduct Mid-Term Review (MTR) for Integrated & Resilient Urban Mobility Project.

 

A. Background

The Ministry of Transport and Aviation (MTA) is currently implementing the World Bank funded Sierra Leone Integrated and Resilient Urban Mobility Project (IRUMP) on behalf of the Government of Sierra Leone.

The Development Objective of the project (PDO) is to improve access to quality public transport, address climate resilience, improve road safety in selected areas and enhance institutional capacity in the transport sector  

To achieve the above PDOs, the Ministry is piloting short-term remedies in order to obtain immediate relief and demonstrate the value of good management of existing infrastructure, efficient implementation, and good coordination across multiple departments and agencies. The Ministry is also building institutional capacities, developing appropriate policies and regulations, and identify arrangements to strengthen the delivery of public transport services and climate resilience.  

 

Project Components

The major components of the IRUMP are:

Component 1: Modernization and professionalization of transport services, including informal private operators

Component 2: Strategic Resilient Mobility Investments 

Component 3: Building human capital and institutional capacity 

Component 4: Project Management 

B. Objectives

  1. The overall objective for this service is to review progress made with respect to the agreed components of the IRUMP, provide an in-depth assessment of the project management and implementation activities, and determine to what extent the Project Development Objectives (PDOs) and the objectives of each of the components are likely to be achieved by the end of the project.  The review will also look at the appropriateness of and structure of the existing components and to what extent (if any) they should be adjusted to aid in meeting the PDOs. The review will form the basis for an analysis of the continued relevance of the PDOs and implementation effectiveness after 50% of implementation period. In doing so, the consultant is expected to review each of the IRUMP activities, in the following areas:
    1. Financial and procurement aspects, for each/all IRUMP activities, 
    2. Engineering aspects, quality and appropriateness of design, scope, works quality, time, and costs of each/all IRUMP activities;
    3. Safeguards – including Environmental, Safety and social aspects, for each/all IRUMP activities; and 
    4. Institutional transition and capacity building support aspects of the IRUMP. 
    5. Arrangements with the private sector to implement the bus service delivery
    6. Monitoring and Results Framework
    7. General implementation arrangements 
  2. Each of the areas mentioned above will have a separate section in the overall MTR reports (Draft MTR, Final MTR). Within each area the key issues that are critical to the assessment of achievement of the PDOs will be covered, and will be required to review the objectives, progress and outcomes of the following aspects:
    1. Performance
    2. Expected Impact
    3. Lessons learnt, 
    4. Recommendations
    5. Risks and opportunities
  3. The findings of the Consultant will form the basis of the draft of the MTR report with identification for any corrective actions necessary during the remaining period of the project to ensure fulfillment of the overall PDOs

The Project Fiduciary Management Unit of the Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018 and November, 2020 Procurement Regulations setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant (IC) Selection method set out in the Procurement Regulations.
